You charge tax on property management fees where the fee is a taxable service in the place you supply it. In Canada, a manager registered for GST/HST charges it on the management fee, while the residential rent collected for the owner is exempt. In the United States, sales tax is state and local law, and whether management services are taxed is decided state by state. The tax is a liability from the day you invoice it, never revenue.

Your management fee is earned, and the invoice for it is right: the work was done, and the owner pays it every month. The tax line on that invoice is the part that was never yours. Charged where it is not owed, it is money an owner can ask back; left off where it is owed, it is a cost you absorb when the assessment arrives, for every month since the fee began. In Canada the obligation begins once taxable fees pass $30,000 over four consecutive calendar quarters; in a US state that taxes the service, it began with the first invoice.

What sales tax on a property management invoice is

Sales tax on a property management invoice is a consumption tax added to a taxable line, collected from the party billed, and remitted to the government that levies it: GST/HST and the provincial sales taxes in Canada, state and local sales tax in the United States. The manager who collects it holds it until the return is due; it is neither income nor cost.

A manager's invoices carry three kinds of money, each with its own tax answer: the management fee, your own service, taxed wherever that service is taxable; the pass-through, a cost paid on the owner's or the resident's behalf and billed on at cost, which generally keeps the tax status of whatever it reimburses; and rent, the owner's income collected by you, with rules of its own. The invoice itself is covered in Property Management Invoicing: Residents, Owners, Contractors; this article is its tax line, education rather than tax advice, with every rule dated and linked so your accountant can make the call for your business.

In Canada: GST/HST on the fee, none on residential rent

The Canada Revenue Agency's starting rule is that most property and services supplied in Canada are subject to GST/HST, with a short list of exempt supplies, and its list of exempt supplies (page dated November 19, 2025) names long-term rentals of residential accommodation of one month or more. Management services are not on that list, so a manager registered for GST/HST charges the tax on the management fee at the rate of the province where the service is supplied, which the CRA's place-of-supply rules decide (page dated April 8, 2026). A provincial sales tax, a PST or Quebec's QST, is charged separately, with the GST calculated on the price without it.

Registration is required once a business's taxable supplies pass $30,000 over four consecutive calendar quarters; below that it is a small supplier and does not have to register (CRA, When to register for and start charging the GST/HST, page dated June 16, 2026). A fee that takes you past the threshold in a single quarter carries tax from that supply onward.

The rent you collect for an owner of residential units stays exempt. GST/HST Memorandum 19.2.2, Residential Real Property, Rentals (February 1998, page updated September 19, 2023) states that a rental of a residential complex or unit for continuous occupancy of one month or more is exempt, and that where tenants are invoiced separately for maintenance items, property taxes, or management fees as reimbursements of costs the landlord incurred, those charges take on the same tax status as the rent, while an optional extra such as cable is taxable.

The owner's side matters too: a landlord whose rentals are exempt cannot claim input tax credits on taxable supplies bought to make exempt supplies (CRA, page dated October 14, 2026), so the GST/HST on your fee is a real cost to a residential owner, worth saying plainly when a fee is quoted.

In the United States: the state decides, and the invoice decides the rest

Sales tax in the United States is state and local law, and a service is taxable only where the state's law reaches it. Three published rules show the range, and the one pattern inside it.

New York's Department of Taxation and Finance, in advisory opinion TSB-A-91(43)S (May 17, 1991), found that leasing, collecting and depositing rents, writing checks, answering telephones, and bookkeeping are not services enumerated under section 1105(c) of the Tax Law, so fees for them are not subject to sales tax, while cleaning, repairs, and maintenance are. Had the manager charged a single price for all of its services, the entire charge would have been taxable; because management was billed separately, only the cleaning, repair, and maintenance portion carried tax.

Texas reaches a similar place by rule. Under the Comptroller's real property service rule, 34 Texas Administrative Code section 3.356 (last amended effective March 23, 1995; read October 2026), a property management company that operates and manages all the activities at a rental property need not collect tax on the taxable real property services inside that management, cleaning and landscaping among them, while their value is 5.0% or less of its charge for the billing period; above that, the entire charge is taxable unless the taxable services are separately itemized and taxed.

North Carolina wrote it into statute. Under G.S. 105-164.4K, as the Department of Revenue's 2019 legislative changes page summarizes it (read October 2026), repair, maintenance, and installation services under a property management contract are taxable where the manager provides them for an additional charge, arranges a third party to provide them and adds a charge for the arranging, or spends more than 25% of the time managing the property in a billing period on taxable repair, maintenance, and installation work; the tax applies to that portion of the contract, separately stated on the invoice.

Three states, three rules, one invoice lesson. The management fee stands on its own line, the taxable work stands on its own line with its own tax, and a single bundled price is taxed as the most taxable thing inside it. Your state's department of revenue publishes which services it taxes; read that page before the first invoice goes out.

Where the tax lands on the books

Tax collected on an invoice is a liability. OpenStax's Principles of Accounting, Volume 1, section 12.1 describes taxes payable as a liability created when a company collects taxes on behalf of customers, held in a sales tax payable account until payment is due to the governing body. The table gives the entries; the recoverable lines apply where your business recovers the tax it pays on purchases, as a GST/HST registrant does.

Event Entry What changes
Fee invoiced to an owner, with taxDebit Accounts Receivable for the total; credit Management Fee Revenue for the fee; credit Sales Tax Payable for the taxRevenue is the fee alone; the tax is owed onward
Invoice paidDebit Bank; credit Accounts ReceivableThe cash is in; the liability is unchanged
Contractor bill recorded, tax recoverableDebit Repairs and Maintenance for the bill before tax; debit Sales Tax Recoverable for the tax; credit Accounts Payable for the totalThe expense excludes the tax; a credit is waiting
Return filed and paidDebit Sales Tax Payable for the period's collected tax; credit Sales Tax Recoverable for the period's recoverable tax; credit Bank for the netBoth balances return to zero; profit is untouched

A worked example, at an example rate of 10%: a $1,000 management fee carries $100 of tax and goes out as a $1,100 invoice. The entry debits receivables $1,100, credits revenue $1,000, and credits sales tax payable $100, so revenue for the month is $1,000. Book the $1,100 as revenue instead and income is overstated by $100 until the remittance arrives looking like an expense. In the United States there is no equivalent credit on purchases: sales tax paid on a bill is part of the bill's cost, booked with the expense, and the return clears the payable account alone. Where sales tax payable sits among the accounts is in Chart of Accounts for Property Management: How to Build One.

How to set up sales tax on your invoices, step by step

Seven steps, once per business and then once per invoice.

  1. Confirm what you must charge, in writing, before the first invoice: in Canada, whether you have passed the registration threshold and which province's rate applies; in the United States, whether your state taxes management services, the work you rebill, or neither.
  2. Set the default rates once, on the account: the federal or GST/HST rate, the state or provincial rate, and any other rate, so every invoice starts from the right numbers rather than from memory.
  3. Decide per invoice. A taxable fee and an exempt pass-through go on separate invoices, so each carries the rate it should and the tax reads correctly on the document the owner receives.
  4. Show the tax as its own line, with its rate and its label, so the owner can see it and the auditor can move on.
  5. Book the tax where it belongs: collected tax to the payable account, tax on your own bills to the recoverable account where you recover it, never to revenue or expense.
  6. Reconcile the two tax accounts to the return before you file. The payable balance should equal the tax on the period's invoices and the recoverable balance the tax on the period's bills.
  7. Remit on the return and clear both balances with one entry, dated the day the payment leaves the bank, so the accounts start the next period at zero; it belongs on the Month-End Close Checklist for Property Managers.

How Scaalr handles sales tax on invoices

In Scaalr the tax rates live on the company profile, under Settings: a federal sales tax percentage, a state or provincial percentage, and an other percentage, set once by an administrator. Every new invoice pre-fills those three rates, with labels that follow the country on your profile: GST / HST and Provincial Tax (PST / QST) for a Canadian company, Federal Tax and State Tax for a US one, and Other Tax as the third in both. The rates can be changed on the invoice itself, so an exempt pass-through goes out at zero on its own invoice while the fee keeps its rate.

The tax is calculated on the subtotal after any percentage discount, with the three rates added together and rounded to the cent. The branded PDF prints each rate with its label and percentage and a Tax Total line, and the public page where the owner pays by card shows the tax above the amount due. Saving a receivable invoice posts its entry the same moment: a debit to Accounts Receivable for the total, a credit to Sales Revenue for the amount before tax, and a credit to the sales tax payable account for the invoice's currency, seeded as HST / GST Payable CAD or Sales Tax Payable USD. A contractor's bill recorded as a payable invoice posts the mirror image: a debit to Purchases before tax, a debit to the recoverable account, seeded as HST / GST Recoverable CAD or Sales Tax Recoverable USD, and a credit to Accounts Payable for the total. Editing an invoice reverses the original entry and posts the corrected one together; canceling posts the reversal.

The balances to remit are read from the General Ledger report filtered to one account. The remittance is one of the twenty prebuilt entry templates, HST / GST remittance to CRA: it asks for the payable balance and the recoverable balance and writes three lines into a draft entry in the currency you choose, debit the payable account, credit the recoverable account, credit the bank for the net, which you post when the payment goes out; the same template clears the USD accounts. The tax defaults, rent charges, manual entries, the templates, and the General Ledger report are on every plan, including Starter. Invoicing, where the rates apply and post, is Growth and up, at $99 a month for the first 50 units and then $1.49 per additional unit.

Key questions

Do property managers charge GST or HST on their fees?

Yes, once the manager is registered for GST/HST. Management services are not on the Canada Revenue Agency's list of exempt supplies, so a registrant charges the tax on the fee at the rate of the province where the service is supplied. The residential rent collected for the owner stays exempt, and a residential owner generally cannot claim the tax on the fee back as an input tax credit.

Do I charge sales tax on rent?

Not on long-term residential rent in Canada: a rental of a residential unit for continuous occupancy of one month or more is exempt from GST/HST, and a charge that only reimburses the landlord's own costs takes the rent's exempt status with it. In the United States the state decides; confirm residential rent with your state's department of revenue before you add a line for it.

Is the sales tax I collect on an invoice income?

No. Tax collected on an invoice is a liability owed to the government that levies it, held in a sales tax payable account until the return is due. Revenue for the period is the fee before tax. Booking the full amount received as revenue overstates income by the tax and turns the remittance into an expense that never was one.

What is the journal entry for sales tax on an invoice?

Debit accounts receivable for the invoice total, credit revenue for the fee before tax, and credit sales tax payable for the tax. When the invoice is paid, debit the bank and credit accounts receivable. At remittance, debit sales tax payable and credit the bank; a GST/HST registrant also credits sales tax recoverable for the tax on its own bills and pays only the net.

Can a landlord claim back the GST/HST on property management fees?

Generally not for residential units. The Canada Revenue Agency allows input tax credits only to the extent purchases are used in commercial activities and excludes taxable supplies bought to make exempt supplies, and long-term residential rent is exempt, so the tax on the management fee stays a cost to that owner. An owner whose rentals are taxable, such as commercial space, can claim the credit to the extent the fee relates to them.

Do pass-through charges to tenants carry tax?

In Canada, a charge that reimburses the landlord's own costs on a residential tenancy, such as maintenance items or property taxes billed separately, takes the same tax status as the rent and is exempt, while an optional extra the tenant chooses, such as cable, is taxable. In the United States, a rebilled repair carries whatever tax the state puts on that repair, on its own line.

What if I forgot to charge tax on an invoice?

The tax is owed to the government either way, so the choice is who bears it. Issue a corrected invoice for the tax where the agreement allows it, or treat the amount already received as tax-inclusive and move the tax out of revenue into the payable account. In Scaalr, editing the invoice reverses the original entry and posts the corrected one together, and a reissued invoice is pre-filled from the original.

Which Scaalr plan includes sales tax on invoices?

Invoices, where the tax rates apply and post, are Growth and up, at $99 a month for the first 50 units and then $1.49 per additional unit. The tax defaults on the company profile, rent charges, manual journal entries, the entry templates including the remittance, and the general ledger report are on every plan, including Starter, free for the first 5 units and then $0.99 a unit a month.
